The elections platform iVote includes tools and procedures for automatic evaluation of exit poll data and results from the national, local or presidential elections.

This software performs changes to voting options in the Central Voters' Register and to the records of contact information on citizens voting outside the country. It also allows for entering refugees into the Central Voters' Register and into the records of contact information on citizens voting from abroad. There is also a possibility of keeping records of rejected applications with rationales; in addition to the records of the citizens whose applications were rejected.

The I-Vote System is designed to collect all the required data for validation and verification of the Results (Final Voters Lists, Conditional Ballot Envelopes, Regular Result Forms, Batch Result Forms etc.) with tracking for all the documents that are received into the Counting and Results Center. The system is multi-user with several different user types that are customizable to have every single function in the system.

With this software there is a possibility to collect all the materials and items from all Municipalities and Polling Stations and insert all Results forms and all items into the system, and to have better image about the process of collecting and insertion of the items and the final results.

iVote consist of several modules:

The administration of the system provides the possibility to define the users, add new as well as review, change and delete some of them. Here the privileges, types and levels of the users are created and the regions are defined. The administrator can also specify the possible values for education and nationality that will be used for the candidates later. Election levels such as municipalities and pooling stations are created together with the relations between them, and the elections races are administered (activation/deactivation).

iRegister module With this module the user can maintain the current polling list. Extracts from pooling lists, statistics and checking and correcting the polling lists are readily available. The users of the system can also check whether the voter is in the appropriate polling station and also manage the addresses or places and allocate the votes to the appropriate polling stations. They can compare the data with other sources such as the Ministry of interior affairs and census statistics.

Module for managing parties, candidates and lists. This module provides the possibility to administer the political subjects – to review, change, delete and add new ones. These data can be imported from excel documents. Here the administration of the fields (needed for entry by the user for the appropriate election race) is performed as well as the first and the second entry of the candidates with all the necessary data. The system tracks all the mismatches between the first and the second entry. Users can search, review, change and delete the data entered for the candidates. The candidates’ lists can be validated and processed. The functionality to validate the candidates is in accordance with the Elections Law. The candidates and lists can be locked (and any chances in the data made impossible when necessary) and unlocked. At the end the lists can be finalized and made ready for the next activities.

Module for preparing elections material and statistics. This module provides the functionality to create templates for the reports. It also provides valid and invalid lists of candidates as well as reporting for the invalid ballots. Users can make confirming or rejecting decision about the candidate list. They can get statistics by gender, education, nationality and general statistics. There is also statistics for confirmed and unconfirmed candidates. With this module the results forms can be edited together with the text. The ballots are also created here.

Module for managing of Municipal Election Commissions and financing the MEC. MEC can be entered, changed and deleted. The members can also be validated according to the Elections Law. There is a possibility for reports for the MEC members (by municipality, by polling station …).

Module for managing the Elections Day. The most important functions: the opening of the polling stations, entering the response turnout numbers and closing the polling stations, are performed easily. The communication between the Municipal Election Commissions and The Central Election Commission is going smoothly and the valuable reports (for the turnout and the opened and closed polling stations) are created right away.

Module for tracking elections material. The elections material will be received by municipality, by polling station or by the type of the material, as needed. Reports and reviews for the process of receiving the materials will be created. This module also administers the flow of the materials in different areas in the Counts and Results Center.

Data entry via mobile devices. The response turnout, the opening and closing of the polling stations and the results can be entered by mobile phones or other mobile devices.

Module for the Counting and results Centre. Here the first entry, as well as the review and change of the results forms for all active election races, is made. The system provides reports and reviews for the process of entering the results by polling station, by municipality or summary. The voter lists are activated and scanned. The Central Elections Commission makes the second entry of the results for all active races and the system provides a review for this process is also. There is a possibility to solve the mismatches between the two entries and to review all the entries (first, second and final). With this module the results are validated in order to find and remove the invalidities. The results by polling station can be locked and unlocked. The tolerance level of the appropriate polling station can be setup and changed. There are other valuable functionalities - reports for all the invalidities of the results by election race and by polling station, and finalization of the results.

Allocation of mandates. With this module the levels and the coefficient for the allocation of mandates are defined, and the automatic and manual allocation is made possible. There is also a possibility for lottery.

Reports, statistics and documentation. The reports for preliminary and final results are created with this module. The final reports for the response turnout from abroad and from the state are also created easily.

Presentation of results. The results can be presented in a timely manner for all election races. These can be presented at state level, municipality level or by polling stations. Also the candidates for particular political party can be reviewed.

Module for managing mandates. The mandates are easily managed and the reports for the election races created. There is a possibility for revocation or change of particular mandates.

iBallot module. This is a module for registering the citizens that are abroad at the moment in order to enable them to vote in the Consulate Offices of the Country around the world. The person will need to fill an electronic form with the following data: Name, Surname, Date of birth, Address (where the iBallot consignment will be sent) and e-mail (where the security code will be sent). When all the data are entered, a notification for every electronic form will be sent to the Central Election Commission. The module performs automatic validation and revision of the entered data; and then the results from this validation is sent to the responsible member of the CEC. (The person that checks the validity of the form). If the person has no right to vote the e-mail will contain the reasons for the rejection of his application. On the contrary if the citizen has the right to vote he/she will receive an e-mail with all the necessary instructions. In this e-mail a security PIN code is also sent, with which the voter will be able receive the electronic form of the ballot. The voter will receive the ballots for the appropriate election races (for which he/she has a right to vote). The voter receives these ballots, but won’t be available to open them without entering the security code. This security code (for unlocking the document with ballots) is sent by the CEC in an envelope on the address specified by the voter. Only after the receiving of this envelope and successful entering the code, the ballots can be opened. The ballot needs to be printed by the applicant. He/she fulfills the right to vote with sending the filled ballot to the appropriate consulate.

With the PIN code and the code from the envelope the person can check the status of his/her ballot. The possible values of the status are:

  • The ballot is not accepted by the Consulate yet.
  • The ballot is not evidenced by the Consulate yet.
  • The voting is successful
