Central Donor Assistance Database (CDAD) Application

Innovation was contracted by UNDP in the fourth phase of the project “Capacity Building for Aid Coordination” to develop the CDAD (Central Donor Assistance Database) Application. In this project UNDP provides support to Secretariat for European Affairs (SEA) and Government line ministries for strengthening the national system for coordination of foreign assistance. The fourth phase (2009 -2010) of the project aimed to consolidate, stabilize and adjust the aid coordination system, foster implementation of good practices and introduce the 12 Paris Declaration indicators for monitoring.

In order to achieve the objectives that were set for this phase UNDP needed a vendor that would develop the CDAD application and provide the training for the staff that will administer the application on a daily basis.

It was the experienced team of Innovation that developed the application on the basis of the existing database (by migrating data from the old one and updating it with new needed functionalities), and provided the necessary training.

The new system that Innovation developed is based on a database and connected to a web application. It can be accessed from the internet and the local network. However, all functionalities work entirely through the internet (the local network is only used as a faster connection). The performance of the application is not affected by the number of users (up to 50 consecutive connections to the application). There is also a connection with the FAMA system hosted in the Ministry of Finance with web-services on both sides, enabling exchange of certain information related to the projects financed by donors.
